Turkey consumers can reclaim credit‑card annual fees

Under Bankacılık Düzenleme ve Denetleme Kurumu (BDDK) rules Turkish banks may charge a credit‑card annual fee, but consumers can obtain a refund when certain conditions are met. Refund eligibility includes situations such as the bank not offering a fee‑free card option at application, failure to provide contracted services, exercising a legal right to cancel a newly issued card, or when a consumer arbitration board or court issues a binding decision.

The refund process starts with a direct request to the bank’s customer‑service channel—via phone, mobile app or online banking. If the bank declines, the consumer can file an appeal through the e‑Devlet portal to the Tüketici Hakem Heyeti (Consumer Arbitration Board), uploading the relevant statement and documentation. Unsuccessful e‑Devlet appeals can be taken to the local arbitration board in the consumer’s province, where decisions are binding on the bank.
