Members of Turkey’s ruling Justice and Development Party (AKP) have reportedly drafted a proposal to revise the Presidential Government System. The plan, which aligns with the party’s 25th Anniversary Vision Document, aims to introduce significant changes to the executive and legislative balance without fully returning to a parliamentary system.

Key proposals include transferring certain presidential powers to the Cabinet and reinstating the undersecretary system to bolster bureaucratic continuity. The plan also suggests that ministers should be appointed from among members of parliament. While these ministers would retain their parliamentary seats, they would be prohibited from voting in the General Assembly or commissions. However, they would be required to participate in debates regarding their specific areas of responsibility.

To increase parliamentary oversight, the report proposes that ministers answer oral questions twice a month and participate in bi-weekly oversight sessions. The goal of these reforms is to strengthen the Grand National Assembly of Turkey (TBMM) and increase the role of the Cabinet in decision-making processes, potentially requiring joint signatures between the President and the Cabinet for certain decisions.
