Turkey prepares 2027 budget with focus on retiree welfare

The Turkish government is developing a comprehensive package to improve the economic conditions of millions of retirees as part of the 2027 budget preparations. President Recep Tayyip Erdoğan has indicated that financial resources will be allocated to enhance retiree welfare, with legal regulations expected to be finalized by the end of the year.

Several models for salary increases are currently under technical evaluation. These include adding a welfare share (refah payı) to the standard inflation adjustment, implementing a flat-rate increase (seyyanen zam), or raising the minimum pension floor. Discussions involve raising the lowest pension to levels such as 30,000 TL or even 40,000 TL to address the rising cost of living.

Other proposed measures include a social balance model that considers household income, age, and regional living costs, such as rent. Additionally, the 2027 budget projects a 66 percent increase in transfers to the Social Security Institution (SGK). The final decision on the exact increase rates and implementation methods will depend on the six-month inflation data to be released in early 2027.
