The Turkish Grand National Assembly passed Law No. 7589, known as the 12th Judicial Package, which was published in the Official Gazette on 31 July 2026 and entered into force. The comprehensive reform modifies thirteen statutes, affecting civil, criminal, administrative and bankruptcy procedures.

Key provisions include a penalty‑reduction scheme that halves fines for individuals who facilitate fraud by providing bank, credit‑card, payment‑instrument or crypto‑account details (IBAN victims). The law expands single‑judge jurisdiction for administrative and tax cases with disputes under 486,000 TRY and limits the interval between court sessions to a maximum of three months, except for mandatory cases. It mandates electronic sharing of notary documents with digital signatures, removing associated fees and taxes. HAGB (suspension of sentence execution) is no longer applicable to torture, ill‑treatment or crimes committed by public officials. Genetic data obtained in criminal investigations must be stored for 20 years with personal identifiers removed, and legal interest is calculated as 80 % of the Central Bank’s short‑term re‑discount rate. The first forced‑sale auction of inherited property may only be attended by the heirs, with bids required at the full estimated value.

Justice Minister Akın Gürlek announced the reforms, emphasizing faster, more efficient justice and alignment with President Recep Tayyip Erdoğan’s vision of a “Century of Justice.” DEM Party spokesperson Ayşegül Doğan called for the law’s lasting impact on peace, democracy and justice.
