Turkey launches national Emission Trading System (TR ETS)
Turkey has officially launched its national Emission Trading System (TR ETS) following the publication of its regulation in the Official Gazette on August 27, 2026. Developed by the Climate Change Presidency under the Ministry of Environment, Urbanization and Climate Change, the system serves as a primary mechanism to achieve the country's 2053 Net Zero Emission target and fulfill commitments under the Paris Agreement.
The regulation establishes a legal framework for the carbon market, aiming to accelerate green transformation and maintain international competitiveness, particularly in response to the European Union's Carbon Border Adjustment Mechanism (CBAM). The system will include Category B and Category C facilities with annual emissions exceeding 50,000 tons of CO2 equivalent. Certain sectors, including schools, universities, hospitals, and defense industry facilities, are exempt from participation but remain obligated to monitor, report, and verify their emissions.
Enerji Piyasaları İşletme AŞ (EPİAŞ) will operate the ETS market. The regulation integrates monitoring, reporting, and verification (MRV) protocols to ensure compatibility with the European Union Emission Trading System. To support the transition, businesses are granted a three-year period to obtain necessary greenhouse gas emission permits, a duration that the Carbon Market Board may extend by up to two years.
