Complementary Pension System removed from Turkey's Medium Term Program
The proposed Complementary Pension System (TES) has been removed from the government’s 2027-2029 Medium Term Program (OVP). This development effectively halts the plan to implement a secondary pension system that would have required a 3% salary deduction from employees and a 3% contribution from employers.
Social security expert İsa Karakaş noted that the system had faced multiple delays since 2023, with implementation targets shifting from late 2024 to 2025 and 2026. The removal of the TES heading from the new OVP suggests the process has stalled due to economic and social challenges.
Key factors cited for the system's failure to launch include the economic pressure on low-income workers, the gap between minimum wage and the hunger limit, and the increased premium burdens on employers. Had the system been implemented, it would have added significant costs to both labor and business sectors.
