Turkey implements new regulations for temporary public personnel assignments

New amendments to the Inter-Institutional Temporary Assignment Regulation have been published in the Official Gazette, introducing restrictions on the temporary assignment of certain public sector employees in Turkey.

Under the new rules, career professionals currently in training or qualification periods—such as those in candidacy, internships, or assistantship roles—are prohibited from being temporarily assigned to other institutions. Additionally, contracted personnel under Article 4/B of the Civil Servants Law No. 657 are ineligible for such assignments until they are appointed to permanent civil servant positions.

The regulation also updates legal references to align with the Teaching Profession Law of October 10, 2024. Furthermore, new administrative requirements have been established regarding the notification of assignments; any temporary assignment that is not reported through the relevant institution's public personnel information system will be considered void.
