Turkey introduces new regulations for vehicle rental sector
New regulations for the motor vehicle rental sector in Turkey, published in the Official Gazette on August 15, 2026, will introduce mandatory authorization certificates for all businesses. Muhammet Ali Künkcü, President of the Aydın Chamber of Tradesmen and Craftsmen (AYESOB), has urged industry representatives to prepare for these changes, which must be completed by July 1, 2027.
Under the new rules, businesses must be registered with their respective professional chambers. Additionally, the person in charge of rental operations must have at least a primary school education. The regulation imposes specific fleet requirements based on location: in metropolitan provinces and districts with populations exceeding 30,000, businesses must maintain at least 10 vehicles, with at least five registered to the business. Furthermore, at least two of these must be hybrid or electric, and one of those must be manufactured in Turkey.
In smaller districts or non-metropolitan provinces, the minimum requirement is five vehicles, with at least two registered to the business. To ensure quality, rental vehicles (excluding classic cars) cannot exceed six years of age. Mileage limits have also been established: 300,000 km for electric vehicles and 180,000 km for all other vehicle types.
