Turkey announces strict criteria for 2027-2029 public investments
President Recep Tayyip Erdoğan has signed a circular regarding the preparations for the 2027-2029 Public Investment Program, which was published in the Official Gazette. The directive emphasizes strict savings measures and fiscal discipline to maintain macroeconomic stability and control inflation.
A key provision of the circular is that, except for mandatory circumstances, no new projects will be included in the 2027 Public Investment Program. Instead, priority will be given to completing ongoing priority investments that can be finished quickly. Resources will also be directed toward the maintenance and repair of existing public fixed capital to ensure more efficient use of current assets.
The program aims to align public investments with the Twelfth Development Plan and the Medium-Term Program. While new projects are restricted, the government will continue to prioritize social infrastructure and investments that complement the private sector, specifically those that support innovation, production, and trade. Public institutions must submit their investment proposals through the Public Investment Information System to the Strategy and Budget Presidency, adhering to established investment ceilings.
