Turkey labor proposal seeks permanent status for subcontracted workers

Subcontracted workers in Turkey are awaiting a legislative decision regarding their transition to permanent staff status. A new law proposal has been officially submitted to the Grand National Assembly of Turkey (TBMM), aiming to eliminate subcontracted labor relations. The proposal seeks to transition personnel employed in general budget administrations, State Economic Enterprises (KİT), special provincial administrations, and municipal companies into permanent 4/D worker status without the requirement of an exam.

The legislative text has been referred to the Plan and Budget Commission, as well as the Health, Family, Labour and Social Affairs Commission, for review. Once these commissions complete their reports, the text will proceed to a vote in the General Assembly.

The groups seeking permanent status include approximately 90,000 workers in KİT and over 500,000 employees in municipal companies. Other affected groups include personnel in city hospitals, PTT, highways, and various public service sectors. Labour confederations Türk-İş and Hak-İş have submitted reports to the Ministry of Labour and Social Security to advocate for this inclusion in an omnibus law. Minister of Labour and Social Security Vedat Işıkhan stated that employment reforms are being planned in stages, taking budget balances into account.
