Turkey expands deposit‑return network with free Mobile DOA terminals
The Turkish Environment Agency, operating under the Ministry of Environment, Urbanisation and Climate Change, has launched the Mobile DOA handheld terminal to bring the Deposit‑On‑Packaging (DOA) system to small retailers that lack a deposit‑return machine. Businesses that finish registration on the Deposit Information Management System (DBYS) receive the device at no cost. Citizens scan the terminal’s QR code, hand over DOA‑labelled beverage containers and are credited 1 TL per container into a digital DOA wallet. The participating retailer earns a 0.50 TL incentive for each container it collects and forwards to authorized field operators.
The rollout began on 1 July 2026 across 81 provinces, aiming to create a return point in every neighbourhood and to raise recycling rates. In Diyarbakır, seven points are already operating with a plan to expand to fifty. Agency chief Nurullah Öztürk said the goal is “accessible return points in every neighbourhood.” The Mobile DOA terminal integrates barcode verification, counting, registration and data transfer, allowing markets, corner stores and kiosks to function as manual return locations without additional machinery.
