Türkiye formalizes hybrid work regulations

Türkiye has officially implemented new regulations regarding hybrid and remote work following an amendment to the Remote Working Regulation published in the Official Gazette. The new legal framework explicitly defines the hybrid model, allowing work to be split between an office and a remote location.

Under the new rules, employment contracts must clearly specify which days an employee will work on-site versus remotely, as well as their designated working hours. This change aims to provide legal certainty for the hybrid models already being practiced in many sectors. The regulation applies to private sector employees and public sector workers with worker status, though it does not extend to civil servants.

The move aligns with the 2027-2029 Medium-Term Program (OVP), which emphasizes increasing worker productivity and work-life balance through flexible employment models. Treasury and Finance Minister Mehmet Şimşek has previously noted that flexible working models are in the national interest, particularly for increasing the participation of the 15-29 age demographic in the workforce.
