Turkey reforms driver's license exams with new free route system
The Ministry of National Education (MEB) is implementing a major overhaul of the driver's license examination process in Turkey. The new regulation replaces the traditional fixed course system, which allowed candidates to memorize specific routes, with a “free route” (serbest güzergah) model. This new system will be introduced gradually.
Under the new rules, candidates will be tested in real traffic conditions within cities and districts. The examination will include driving on ring roads to test speed management and maneuvering in shopping mall parking lots. Additionally, the parking test will shift from using plastic cones to parking between actual vehicles on the street.
These changes will significantly increase the duration of both training and testing. The driving exam, which previously lasted approximately 35 minutes, is expected to extend to about one hour. Consequently, mandatory practical driving training hours will increase from the current 14–16 hours to a minimum of 24 hours.
