Turkey Ministry of Trade proposes new cosmetic ingredient bans

The Turkish Ministry of Trade has released a draft regulation aimed at updating standards for various cosmetic products to better protect consumer health. The proposed changes target common items such as hair sprays, sunscreens, moisturizers, hair dyes, and toothpaste.

A key component of the draft is the introduction of a QR code system. Starting next year, cosmetic products will be required to carry a QR code or similar data carrier on their packaging to provide consumers with detailed product information. If packaging space is insufficient, information may be provided via attached brochures, labels, or inserts.

The regulation also proposes bans on specific synthetic and allergenic substances. The use of the synthetic silicone component 'Decamethylcyclopentasiloxane' in hair sprays, sunscreens, moisturizers, and foundations will be prohibited starting December 31, 2026. Additionally, aluminum-containing ingredients in sunscreens will face restrictions due to concerns regarding respiratory health risks.

Stricter rules are also proposed for products intended for children. For instance, the fragrance component 'Hexyl 2-hydroxybenzoate' will be banned in products designed for children under the age of three.
