Turkey moves deposit refunds to QR‑code mobile app

On 17 July 2026, Turkey's Ministry of Environment introduced a new phase for the Deposit‑Return System for containers (DOA). The previous method of logging in with national ID number and phone is suspended; users must now generate a QR code in the DOA mobile app to operate the machines.

The change aims to curb abuse where individuals used others' IDs to exceed the daily limit of 200 containers per person, which had caused long queues. Officials say the QR‑code process will streamline service and reduce congestion.

Agency head Nurullah Öztürk reported that more than 2 million users have registered, 482 beverage producers are part of the system, and about 3 673 drink types are covered. Around 2 500 return machines exist, with a target of 20 000 machines and 30 000 manual points by 2027.

Each returned container bearing the DOA logo still earns a 1 lira incentive. The government expects the fully operational system to cut raw‑material imports for beverage packaging by 35‑40%, generate at least $600 million annually, and significantly lower greenhouse‑gas emissions.
