Turkey's PKK framework law slated for parliamentary vote
The Turkish government is preparing a temporary "çerçeve yasa"—a framework law under the "Terörsüz Türkiye" (terror‑free Turkey) process—to be presented to the Grand National Assembly within the coming week. The draft, consisting of ten to eleven articles, will become effective only after state security organs confirm that the PKK/KCK has disarmed. It provides legal benefits to former PKK members who did not commit crimes, while prohibiting anyone who participated in terrorist activities from holding public office or engaging in politics for five years. The legislation contains no provision granting special status to Abdullah Öcalan or other detained PKK leaders. Its verification will require confirmation by the National Intelligence Organization and the Armed Forces, followed by a decision of the National Security Council and presidential assent. Political figures from the AKP, DEM Party and other parties have spoken about the law, noting that it is ready, that the state and Öcalan are in agreement, and that it could open a new democratic path for the Kurdish issue.
