Turkey's Grand National Assembly (TBMM) is set to debate a comprehensive bill that would raise the minimum pension from 20,000 lira to 23,552 lira, a 17.76% increase affecting millions of retirees. The proposal also creates a new Cyber Security Presidency, transferring strategic cyber‑defence, domain‑name management and internet‑infrastructure oversight from the Information and Communication Technologies Authority (BTK) to the new body, and imposing fines of 20,000–100,000 lira for non‑compliance.

Additional measures in the package include flexible working hours for civil servants who are enrolled in higher‑education programmes, extended support for municipal street lighting, new incentives for the tourism and cinema sectors, and provisions for students to regain university admission after dropping out. A separate amendment seeks to introduce security vetting and archival checks for all university teaching staff, sparking criticism from opposition parties and academic unions.

If adopted, the legislation would reshape pension benefits, strengthen national cyber‑security governance, and modify labour conditions for public‑sector employees while drawing political debate over academic freedom.
