Turkey's parliament approves student amnesty and higher‑education reforms
The Turkish Grand National Assembly (TBMM) General Assembly voted to adopt the Higher Education Law and Some Laws Amendment Bill, which adds a student‑amnesty clause (article 15). The amendment restores university enrollment rights to students whose studies were interrupted or who could not register despite eligibility, allowing them to resume studies in the 2026‑2027 academic year.
The package also introduces a range of higher‑education reforms: final‑year students may take two extra examinations for each failed or missed course; academic staff who have reached retirement age can be employed on two‑year contracts up to age 75, subject to YÖK approval; security investigations and archive research are required before appointing university staff; harsher penalties—including dismissal, fines and possible imprisonment—are prescribed for academic plagiarism and fraud; foundation (vakıf) universities facing severe financial distress may lose their operating licence and have their students transferred to a guarantor university; and universities are permitted to open campuses or academic units abroad under presidential decree and international agreements. Seating arrangements in the chamber were also adjusted, moving the New Party group to the CHP rows and the CHP group to the MHP/DEM rows.
