Turkey Parliament to Review Student Amnesty Bill for University Dropouts

Turkey's ruling AK Party is set to submit a student amnesty bill to the Grand National Assembly, with Group Deputy Chair Özlem Zengin slated to present the proposal at 13:30. The draft would allow individuals whose university enrollment was terminated after 1 July 2022 – including those admitted by the Student Selection and Placement Center (ÖSYM) who never registered – to re‑enter higher education across associate, undergraduate, and graduate programmes. A press conference is expected to detail the exact scope, application procedures and eligibility criteria.

The legislation excludes persons convicted of terrorism, murder, torture, sexual assault, child sexual abuse, drug‑related offences, or those who used falsified documents to gain university entry. Once enacted, applicants would have four months to apply and could begin studies in the 2026‑2027 academic year.
