Turkey passes conditional amnesty law for PKK members

The Turkish Parliament has passed the Law on Strengthening National Solidarity & Social Integration, a 12-point legislation designed to offer conditional amnesty to members of the Kurdistan Workers’ Party (PKK) and the Kurdistan Communities Union (KCK). The measure passed with 468 votes in favor and 88 against.

Rather than a general pardon, the law allows for the postponement of investigations, prosecutions, and sentences for certain offenses related to these organizations. For offenses with a maximum sentence of 15 years or less, proceedings may be postponed for five years; for longer sentences, including life imprisonment, the postponement lasts 10 years. If no further terrorism-related offenses are committed during this period, the cases will be dropped. However, intentional homicide and several other serious crimes are excluded from this mechanism.

The implementation of these measures is contingent upon security institutions and the National Security Council verifying that the PKK/KCK has fully disbanded, surrendered its weapons, and ended its organizational existence. This legislative shift is part of the government’s “Terror-Free Türkiye” initiative, aiming to de-escalate the decades-long conflict and rehabilitate low-ranking militants into Turkish society.
