Turkey penal reform underway amid prison overcrowding
Turkey's Justice Minister Akın Gürlek has announced ongoing efforts to reform penal and execution legislation to better meet social needs and improve prisoner rehabilitation. Speaking at the opening of the İşyurtları Product and Handicrafts Fair, Gürlek emphasized that the goal of the penal system is not merely punishment, but preparing individuals for reintegration into society through vocational training and professional skills.
As of August 31, 56,963 convicts and detainees have participated in these vocational activities. The İşyurtları Institution currently operates 378 directorates across more than 200 different vocational branches.
Simultaneously, data reveals significant overcrowding in the Turkish prison system. As of August 3, 2026, the total number of convicts and detainees reached 433,520, consisting of 368,293 convicts and 65,227 detainees. This population exceeds the total official capacity of Turkey's 402 penal institutions, which is 304,278, by 129,242 people.
