Turkey: Legislative proposal to index minimum pensions to net minimum wage

A legislative proposal submitted by Yeni Parti MP İbrahim Arslan has been referred to the TBMM Plan and Budget Commission. The proposal seeks to amend Article 19 of the Social Insurance and General Health Insurance Law (No. 5510) to replace the current fixed minimum pension floor of 23,552 TL with a system indexed to the prevailing net minimum wage.

If enacted, the regulation would ensure that any future increases in the minimum wage would automatically result in corresponding adjustments to the lowest pension payments without requiring additional legislation. Proponents argue the move is necessary to protect retirees' purchasing power against rising living costs and to uphold social state principles.

Separately, discussions regarding January pension increases continue as inflation data emerges. For the July-September period, cumulative inflation reached 5.57%. Based on various year-end inflation projections—ranging from the Central Bank's 28% target to market participant expectations of 29.63%—different scenarios for SSK and Bağ-Kur pension increases are being calculated.
