Turkey prepares Blue Homeland maritime legislation

The ruling Justice and Development Party (AKP) in Turkey is finalizing a draft law to codify the ‘Blue Homeland’ (Mavi Vatan) doctrine. The legislation aims to establish a comprehensive legal framework for Turkey’s maritime jurisdiction, focusing on the Aegean and Eastern Mediterranean seas.

Key provisions of the proposed law include setting territorial waters at six nautical miles in the Aegean and twelve nautical miles in the Black Sea and the Mediterranean. The bill also seeks to mandate prior authorization from Ankara for all economic, scientific, and environmental activities within Turkey’s Exclusive Economic Zone (EEZ), including activities involving the seabed and subsoil.

The draft is expected to be written in November and submitted to the Turkish Grand National Assembly before the end of the year. A significant aspect of the legislation involves the legal definition of islets and rocks, which are often referred to in public discourse as ‘grey zones.’

Separately, Defense Minister Yaşar Güler expressed Turkey’s readiness for a maritime jurisdiction agreement with Egypt, noting that such a deal could grant Cairo approximately 15,000 square kilometers more jurisdiction than a potential agreement with Greece.
