Turkey proposes tax‑exempt car scheme for Bağ‑Kur retirees

The Turkish parliament is reviewing a draft law that would let Bağ‑Kur retirees purchase new automobiles without paying the Special Consumption Tax (ÖTV). To qualify, the vehicle must cost no more than 2,873,900 Turkish lira and contain at least 40 % domestically produced parts. The proposal excludes SSK (worker) retirees and those from the Civil Servants’ Pension Fund, limiting the benefit to self‑employed (Bağ‑Kur) pensioners and, under a separate provision, to disabled persons with a orthopedic impairment of 40 % or higher. Models that meet the criteria include several Fiat, Toyota, Hyundai, Renault and others; the newly launched Renault Boreal could qualify if sold at a special launch price below the ceiling.

The measure is still a bill; it has not been adopted by the Grand National Assembly nor published in the Official Gazette, so no legal right to ÖTV‑free cars exists yet. Its future depends on parliamentary debate and eventual approval.
