Turkey releases social media guide for civil administrators

The Presidency of Communications and the Ministry of Interior have released a ‘Social Media Guide for Civil Administrators’ to establish more secure, transparent, and coordinated communication for governors, district governors, and relevant public officials.

During a panel titled ‘Public Communication in the Digital Age,’ Presidency of Communications Director Burhanettin Duran emphasized that digital platforms have become essential touchpoints between the state and citizens. He noted that while digitalization and artificial intelligence offer opportunities, they also introduce risks such as disinformation, manipulation, algorithmic steering, and synthetic content that is difficult to distinguish from reality.

The guide aims to provide a framework for managing risks, maintaining institutional reputation, and ensuring technical security for official accounts. It specifically addresses communication during disasters, emergencies, and crisis periods to prevent rumors and misinformation from filling information voids. The initiative is part of a broader effort, including the Presidency’s Disinformation Center, to strengthen the bond between the state and the public through reliable information.
