Turkey restarts EIA process for Tağar Hydroelectric Plant

The Ministry of Environment, Urbanization and Climate Change has initiated a new Environmental Impact Assessment (EIA) process for the Çemişgezek Regulator and Hydroelectric Power Plant (HES) on the Tağar Stream in Tunceli. This follows a court decision that previously canceled the project’s EIA approval.

The project, located near the historic Yusuf Ziya Paşa (Tağar) Bridge built in 1807, had its construction proceed despite legal challenges. While the Erzincan Administrative Court stayed the execution of the EIA approval in September 2025 and officially canceled it in February 2026, construction of the facility was reported to be 100% complete.

Environmental advocates and the Tağar Stream Protection and Preservation Platform have expressed opposition to the new process. Concerns focus on the potential impact on the region’s cultural heritage, including the Urartu-era İn Caves, and the local ecosystem, which serves as a habitat for species such as wild goats and otters.
