Turkey retirement proposal targets workers excluded from EYT

A proposal for a gradual retirement system is being discussed in Turkey to assist workers who were excluded from the EYT (Retirement Age Victims) regulation. The proposal specifically targets individuals who began their social security coverage between September 8, 1999, and April 30, 2008.

Proposed by the Retirement Justice Association (EMADDER), the model suggests that instead of removing the age requirement entirely, the retirement age and premium day requirements should increase incrementally based on the insurance start date. The suggested framework proposes retirement ages starting at 43 for women and 45 for men, with gradual increases up to 51 for women and 53 for men.

While the model has been submitted to the Ministry of Labour and Social Security and certain legislative proposals are currently before the Grand National Assembly of Turkey (TBMM), no official law has been enacted. Experts have noted that while the proposal could affect approximately 4.5 million workers, its implementation faces challenges regarding fiscal sustainability and the impact on the national social security budget.
