Turkey retirement reform: Gradual age model proposed for 1999-2008 entrants
Millions of workers in Turkey are advocating for a gradual retirement system to address disparities caused by the 2023 EYT regulation. Currently, a single-day difference in insurance start dates—specifically between September 8 and September 9, 1999—can result in retirement being delayed by 17 to 20 years.
The Retirement Justice Association (EMADDER) has submitted a detailed proposal to the Ministry of Labour and Social Security. The proposed model suggests a tiered system where retirement age and premium requirements increase incrementally based on the year of insurance entry. For example, the model proposes that those insured between 1999 and 2000 could retire at age 43 for women and 45 for men with 6,400 premium days. Subsequent years would see age requirements rise by one year and premium requirements by 75 days.
EMADDER President Mihriban Uğurlu stated that President Recep Tayyip Erdoğan has been informed of the demand. While discussions with Ministry officials have taken place, no official legislation has been enacted as of late August 2026. Social security experts suggest that a formal regulation might not be introduced until 2027 or 2028, depending on political developments and public pressure.
