Turkey implements student amnesty and updates university fees
Turkey has implemented several significant changes regarding higher education and student logistics for the 2026-2027 academic year. A comprehensive student amnesty law has been enacted, allowing approximately 500,000 students whose ties with universities were severed to re-apply. This amnesty includes those who previously benefited from other amnesties, provided they were not convicted of crimes such as terrorism, murder, torture, or drug trafficking. Applications must be completed by December 9, 2026.
Regarding university costs, a presidential decree has set new tuition and contribution fees. While state-funded first-degree and open education students will continue to have their fees covered by the state, the state's contribution amount will increase by 40 percent. Specific fees have been established for various faculties, with medical school student contributions set at 4,386 TL. Additionally, students with disability reports will receive tuition discounts proportional to their disability rate.
In the transport sector, school service fees in major cities have seen increases of 20 to 35 percent. In Izmir, the municipality has introduced strict penalties to prevent providers from exceeding official tariffs, including fines of 88,830 TL per student for violations.
