Turkey sets 2027 construction cost rates for property tax valuation
The Turkish Ministry of Treasury and Finance and the Ministry of Environment, Urbanization and Climate Change issued a joint decree, published in the Official Gazette on 6 August 2026, that defines the normal construction cost per square metre to be used in calculating property tax values for 2027. The decree lists updated cost tables for 23 building categories, covering residential, commercial, and public structures.
For residential buildings, the per‑square‑metre cost ranges from 604.1 TL to 27,712.26 TL, with class‑specific limits: luxury constructions 12,642.67‑27,712.26 TL, first‑class 5,335.40‑18,532.07 TL, second‑class 3,758.56‑12,555.79 TL, third‑class 1,269.61‑8,551.49 TL, and simple constructions 604.1‑3,856.64 TL. The highest rates apply to luxury steel‑frame cinema and theatre buildings at 27,177.75 TL per m². Updated rates also cover factories, hotels, hospitals, banks, schools, and other facility types.
