Turkey: Teacher rights and employment status under scrutiny
Discussions regarding the legal rights and responsibilities of teachers in Turkey continue to focus on duty teacher roles and employment disparities. Under Ministry of National Education regulations, a duty teacher is responsible for maintaining discipline and guiding study sessions in classrooms where the primary instructor is absent. However, current legislation does not explicitly mandate that a duty teacher must remain in the classroom for the entire duration of the lesson, nor does this duty qualify for additional lesson pay, as pay is reserved for the actual delivery of the curriculum by the subject teacher.
Parallel to these regulatory issues, there is ongoing advocacy regarding the unequal employment statuses of educators. Teachers in Turkey operate under various frameworks, including permanent, contracted, paid, and private sector roles. These distinctions lead to significant differences in wages, job security, and social rights. Representatives from the Private Sector Teachers Union argue that these disparities negatively impact both teacher well-being and the fundamental right to education, calling for equal pay for equal work regardless of employment status.
