Turkey to introduce long-term care insurance for aging population
Turkey is planning to implement a ‘long-term care insurance’ system to address the country’s rapidly aging population. The initiative is included in the 2027-2029 Medium-Term Program (OVP) and aims to ensure the financial sustainability of the social security system.
According to 2025 data from the Turkish Statistical Institute (TÜİK), the population aged 65 and older has increased by 20.5% over the last five years, reaching over 9.5 million people. Projections suggest the elderly population will account for 13.5% of the total population by 2030 and could reach 33.6% by 2100.
The new model will focus on providing support for individuals unable to perform daily activities independently due to old age or chronic illnesses. This will include both home-based and institutional care services. Efforts will also be made to strengthen home health and palliative care, integrating them with remote health services to reduce the caregiving burden on families.
