Turkey to launch household income supplement system in 2027

Turkey is preparing to implement the Family Income Supplement System (GETAD), colloquially known as the ‘citizenship salary,’ to provide a minimum income guarantee for low-income households. Jointly developed by the Ministry of Family and Social Services and the Ministry of Labour and Social Security, the system aims to move away from fixed individual payments toward a holistic household-based model.

Under this new framework, the state will calculate the total income of a household and compare it against a set threshold, such as the minimum wage. If a household's total income falls below this limit, the government will provide cash support to cover the difference. The amount of assistance will be flexible, decreasing as household income rises toward the threshold.

To ensure targeted distribution, the system will utilize the Socioeconomic Risk Information System (SERBİS) to score households based on economic and social conditions rather than relying solely on declared income. Additional measures include the development of a mobile ‘Family Card’ app for tracking benefits and the establishment of a Monitoring Center to conduct field visits.

Following pilot programs, the system is scheduled to be rolled out nationwide across all 81 provinces at the beginning of 2027. Experts suggest the policy may also indirectly influence social security by reducing the necessity for early retirement driven solely by financial hardship.
