Turkey to Phase Out Eşel Mobile Fuel Tax System and Cut Cigarette Excise
A presidential decree published in the Official Gazette orders the gradual termination of Turkey's "Eşel Mobile" system for fuel and tobacco excise taxes. The system will be phased out over the next three months and fully abolished on 1 October 2026.
For gasoline, diesel, LPG and autogas, the excise tax will reflect refinery price changes: if refinery prices rise, 50 % of the increase is reflected in the excise until 31 July and a further 25 % from 1 August to 30 September; if prices fall, the excise will increase by the same amount that was previously reduced.
A separate measure lowers the cigarette excise rate from 45 % to 42 % and adjusts the fixed per‑pack tax, while the index‑linked update (Yİ‑ÜFE) will not be applied for the July‑December 2026 period. The changes aim to support inflation control and stabilize tax revenue.
