Turkey transition process and new constitution developments

Mehmet Uçum, Presidential Legal Policy Board Deputy Chairman, has characterized the ongoing political developments in Turkey as a ‘transition process’ rather than a ‘solution process.’ In a recent analysis, Uçum noted that the legal framework for this transition was established following the publication of Law No. 7595, titled the Law on Strengthening National Solidarity and Social Integration, in the Official Gazette on August 18, 2026.

Uçum outlined a six-stage postponement application process involving general conditions, special conditions, evaluation, decision, process, and results. A critical prerequisite for the process is a National Security Council (MGK) decision confirming that the organization has ceased its physical existence and that weapons and ammunition have been surrendered.

Meanwhile, at a Kurdish conference held in the European Parliament, DEM Party member Pervin Buldan emphasized that the peace and democratic society process is at a historic turning point. Buldan called for the creation of free working conditions for Abdullah Öcalan and urged the European Union to play a constructive role in the process. The session included speakers from various political parties, including CHP, DEVA, and the New Party, all discussing the necessity of democratic political channels and the implementation of the framework law.
