Turkey Treasury Announces 1.2 Trillion Lira Internal Borrowing Plan

The Turkish Ministry of Treasury and Finance detailed its internal borrowing programme for the next three months (August‑October). It will raise a total of 1.1997 trillion lira, split into 536.7 billion lira in August, 257.9 billion lira in September and 405.1 billion lira in October. Funding will come from the market, direct sales and public sales, with August’s borrowing comprising 334.7 billion lira from the market, 165 billion lira via direct sales and 37 billion lira sold to the public. Similar structures apply for September and October.

The programme includes 15 bond auctions, the direct sale of five lease certificates and the issuance of two treasury bills. Payments scheduled for the period total 644.9 billion lira, of which 128 billion lira in August are interest charges on internal debt, and the remainder are principal repayments and external‑debt service. Interest rates on recent issuances have remained high, with some securities yielding above 41 percent.

These measures aim to manage Turkey’s debt service obligations amid high inflation and tight financing conditions.
