Turkey updates pharmaceutical pricing and regulation rules
The Turkish Ministry of Health has introduced a comprehensive overhaul of the pricing system for human medicinal products. Under the new regulations published in the Official Gazette, the pricing mechanism aims to ensure market sustainability, encourage the entry of equivalent drugs, and strengthen domestic production.
Key changes include a new gradual pricing model for the first equivalent products entering the market. Instead of an immediate price drop to 60%, the price floor will be set at 80% in the first year, 75% in the second, and 70% in the third. Domestic manufacturers can receive additional price advantages if they meet specific market share targets.
To address economic volatility, a 'Current Euro Rate' mechanism will be implemented. Using the bi-weekly sales rates announced by the Central Bank, eligible medicines will undergo automatic price updates without requiring new applications. Reference prices will now be determined by the lowest factory exit prices in five specific countries: France, Spain, Italy, Portugal, and Greece.
Additionally, the scope of price protection has been expanded, moving the eligibility date threshold from August 1, 1987, to January 1, 2000. Evaluations for this protection will now be conducted based on active ingredients rather than individual product names. Price lists are scheduled to be released every Friday, with changes taking effect the following Tuesday.
