Turkey's 12th Justice Package to Exclude IBAN Victim Amendments

The ruling AK Party government is finalising the 12th Justice Package, a draft of roughly 60 articles expected to be presented to the Grand National Assembly in June. Officials confirmed that the legislation will not contain a separate provision for the so‑called “IBAN victims,” stating that existing jurisprudence and Supreme Court rulings already address such cases.

The package also proposes stricter penalties for juvenile offenders, raising the maximum term for 12‑15‑year‑olds from 15 to 18 years and for 15‑18‑year‑olds from 24 to 27 years. Penalties for parental neglect and related family‑law violations will also be increased, and no general amnesty or execution‑reduction measures are included.
