Turkey's SPK approves capital increases, debt‑instrument issuances and fines

Turkey's Capital Markets Board (SPK) gave approval for two companies to raise capital without new issue price: Ostim Endüstriyel Yatırımlar ve İşletme AŞ (206.5 million TL) and BMS Birleşik Metal Sanayi ve Ticaret AŞ (150 million TL). It also authorized nine debt‑instrument issuance requests, including a 15 billion‑TL issuance by Turkcell İletişim Hizmetleri AŞ, a 1 billion‑TL issuance by Deniz Eko Enerji ve Geri Dönüşüm AŞ, and a 50 million‑euro issuance by Deniz Finansal Kiralama AŞ, among others.

The board granted licences for new investment funds such as the Katılım Emeklilik ve Hayat AŞ Katılım Karma Emeklilik Yatırım Fonu and several para‑piyasa şemsiye fonları from BtcTurk, HSBC and Meksa. In parallel, SPK imposed administrative fines totaling about 59.6 million TL on two individuals (≈20 million TL) and six legal entities (≈39.6 million TL) for violations ranging from improper share‑sale disclosures to inadequate record‑keeping. Criminal complaints were also filed against six persons linked to Mega Polietilen Köpük Sanayi and related entities, as well as against several internet sites and company officials for alleged misconduct.
