Turkey's Family and Social Services Ministry revises contract personnel rules

A presidential decree (No. 11565) signed by President Recep Tayyip Erdoğan and published in the Official Gazette on 31 July 2026 amends the "Rules on Hiring Contract Personnel" for the Ministry of Family and Social Services. The amendment, effective 16 May 2025, guarantees that contract staff who were working with extra‑lesson fees at that time retain their positions, including those on maternity leave, health‑related leave, or military service. The decree also removes the provision that allowed the ministry to appoint new contract personnel through written or oral exams, effectively ending that hiring mechanism. Additionally, the second clause of Article 2, paragraph 16, is repealed.
