Turkey's hobby garden market sees price surge amid new agricultural restrictions

A new Turkish Agriculture Law that took effect on 20 June 2026 increased penalties for illegal structures on hobby gardens and prohibited the creation of new hobby garden plots. The stricter regime has halted new supply, causing existing hobby gardens to flood real‑estate listings and see prices rise two‑ to three‑fold. Owners facing potential demolition orders or heavy fines are opting to sell, while some buyers remain hesitant due to the risk of future penalties.

Industry experts outline two possible outcomes. If the government issues protection orders for current gardens, purchasers could secure valuable assets that may appreciate. Conversely, if no protective measures are introduced, many gardens could remain subject to sanctions, driving prices lower. The Turkish Real Estate Agents Association (TEDB) president Hakan Akçam has called for limits on sales and transfers to curb speculative trading and stabilize the market.

The rapid price escalation has drawn criticism for undermining the law’s intent to safeguard agricultural land, with observers warning that the artificial scarcity creates a “rent‑seeking” market that strains household budgets.
