Turkey's Deposit-Return Packaging System to Include Hotels, Restaurants

The Ministry of Environment, Urbanisation and Climate Change, through the Turkey Environment Agency (TÜÇA), is launching the national integration of the Deposit‑Return Packaging (DOA) system on 1 July. The programme will cover 81 provinces and 973 districts, requiring hotels, restaurants and cafés (collectively HOREKA) to register on the Deposit Information Management System (DBYS) and appoint authorised collection operators.

Registered HOREKA operators will separate DOA‑labelled beverage containers, which will be collected by appointed operators and sent to recycling facilities. Each returned container earns the business a 0.20 TL incentive. The system is digitally monitored for real‑time transparency.

Officials project an annual economic contribution of about 30 billion TL, a 35‑40 % reduction in imports of beverage packaging raw material, and environmental benefits including roughly 37 000 tonnes of CO₂‑equivalent avoided, 1.3 billion kWh of energy saved and 3.6 million barrels of oil not used. TÜÇA President Nurullah Öztürk emphasised the programme’s role in building a cleaner environment, efficient resource use and a stronger circular economy.
