Turkey's Judges and Prosecutors Reassigned under 2026 HSK Decree

The Judges and Prosecutors Council (HSK) issued the 2026 Adli ve İdari Yargı Ana Kararnamesi, rearranging the assignments of 4,967 judicial and prosecutorial officials across Turkey. The decree moves 4,608 members of the ordinary courts and 359 members of the administrative courts to new locations.

The reallocation includes changes for 33 provincial chief prosecutors and 27 commission heads. Notable structural adjustments are the merger of Istanbul’s commercial courts into a single entity of 30 courts, and extensive personnel shifts in Bursa, Kahramanmaraş, Konya, and other provinces. Individual appointments range from new chief prosecutors in provinces such as Ankara, Denizli, and Mersin to the transfer of numerous judges and prosecutors to and from districts like Bursa, Turgutlu, and Kocaeli.

The changes affect a wide range of courts, including heavy‑penalty courts, regional appellate courts, and administrative courts, reflecting a broad reorganization intended to improve the efficiency of the Turkish judiciary.
