Turkey's municipal procurement deals draw scrutiny over political ties and prime land sales

The Kocaeli municipality awarded a 461 million‑lira contract for a 120‑bed health‑service facility to Haldız İnşaat. The company, founded by Macit Haldız and led by his son Veli, has received multiple public contracts worth billions and has been flagged for not filing tax returns in recent years.

Separately, Çeşme municipality in İzmir announced an auction of 3,241 sqm of high‑value coastal parcels in Alaçatı, Sakarya and Ilıca, with a total estimated price of about 148 million TL. The lots, aimed at luxury villas and boutique hotels, are being offered to developers and investors amid a tight local land‑stock situation.
