Turkey's Parliament Approves 12th Justice Package Reform

The Turkish Grand National Assembly's Justice Commission voted to adopt the "12th Justice Package," a set of amendments aimed at improving the efficiency of the judiciary.

Key changes include revisions to the Execution and Bankruptcy Law requiring that creditors or their representatives submit written bank account details to the administration and that the administration enforce court‑ordered payments within one month, with interest applied if missed. Direct enforcement without this application is prohibited.

The package also modifies auction procedures for inherited property, limiting first‑stage bidding to the rightful heirs and setting specific valuation percentages for electronic sale portals. It introduces rules for the handling of deposits, penalties for non‑payment of winning bids, and clarifies that the Treasury is exempt from providing collateral.

Amendments to the Notary Law oblige notaries to provide certified copies of documents to courts, prosecutors, and other official bodies upon request, with the originals retained by the issuing authority.
