Turkey's Parliament to raise minimum pension to 23,552 lira, overhaul justice system and approve student amnesty

After a one‑week pause for the NATO summit, the Turkish Grand National Assembly will resume a heavy legislative agenda. On 14 July the Plan and Budget Commission will examine a bill that raises the minimum pension from 20,000 to 23,552 lira, a change that would benefit about 5.1 million retirees and cost roughly 79 billion lira. The bill also sets payment dates for July 17‑28 based on the last digit of the retirees’ identification numbers.

The General Assembly will then debate the 12th Justice Package, which seeks to shorten trial periods (no more than three months between hearings), expand electronic‑court procedures, impose penalties on judges and prosecutors who request unnecessary expert testimony, widen the scope of single‑judge administrative courts, and halve sanctions for individuals who provided bank account details for fraudulent IBAN schemes.

The Education, Culture, Youth and Sports Commission will discuss a student amnesty law aimed at allowing those who interrupted university studies to return. Additional items include the 15 July commemorations of the 2016 coup attempt. All three measures are expected to affect millions of citizens directly.
