Turkey's 'Terörsüz Türkiye' law proposal advances in parliament
The Turkish Grand National Assembly (TBMM) received the 12‑article "Millî Dayanışma ve Toplumsal Bütünleşmenin Güçlendirilmesine Dair Kanun Teklifi" on 5 August 2026, signed by more than 360 members of parliament from the AK Party, MHP, DEM Party, CHP and the New Path group. The draft aims to suspend investigations, prosecutions and executions for crimes linked to the PKK/KCK once the security forces verify that the organization’s existence and all its weapons have been terminated, a decision to be confirmed by the National Security Council and published in the Official Gazette.
The law excludes intentional homicide cases, life‑imprisonment offences committed before 1 June 2005 and senior PKK/KCK leaders. Sentence deferrals are set at five years for offenses carrying up to 15 years imprisonment and ten years for longer sentences. No special provisions are made for individuals who gave terror‑attack orders or killed security forces.
The proposal is scheduled for debate in the TBMM Justice Committee on Friday and a vote in the General Assembly on Sunday, with an expected approval of over 430 votes. Justice Minister Akın Gürlek announced that a monitoring commission chaired by the Vice President and a parliamentary oversight commission will oversee implementation. Interior Minister Mustafa Çiftçi and other party leaders have publicly endorsed the initiative as a historic step toward a “terror‑free Turkey.”
