Turkey's parliament proposes sweeping changes to PTT employment and pension benefits

The Turkish Grand National Assembly is deliberating a draft law that would replace the current civil‑servant and contract‑staff structure at the national postal service (PTT) with an "administrative service contract" model. Under the proposal, eligible employees would have a 20‑day window to apply for the new status, but only up to 50 % of the workforce could be converted. Priority would be given to staff without disciplinary records, those with longer service and older employees. Workers who do not transition would be reassigned to other public institutions while retaining their existing civil‑servant rights.

In a separate bill tabled by the İYİ Party, lawmakers seek a substantial increase in pension benefits. The draft calls for a 40 % July pension raise, a holiday bonus equal to half the net minimum wage, a guarantee that the lowest pension stays above the net minimum wage, and the removal of health‑service copayments. The proposal has been referred to the relevant committee for further review.
