Turkey's phased retirement bill remains unpassed, no implementation date
As of 30 July 2026, Turkey has not enacted any legal regulation establishing a phased retirement system. A bill submitted by CHP MP Cevdet Akay to the Grand National Assembly proposes granting workers insured between 8 September 1999 and 16 April 2008 earlier retirement with a reduced premium‑day requirement of 7,200 days for Bağ‑Kur and pension‑fund employees. The proposal has not progressed through committee or plenary stages and therefore is not law.
Labor and Social Security Minister Vedat Işıkhan has said the government has no plan to modify the current retirement rules, confirming that existing age and premium requirements remain in force. Analyst Onur Önal noted that the earlier demand for a 5,000‑day premium threshold is no longer on the agenda after the EYT reform, though he urged workers with missing premiums to complete them through continued employment. The Emeklilikte Adalet Derneği (EMADDER) continues to lobby for the phased retirement model and for equalising premium‑day requirements.
No official implementation date has been announced, and observers advise citizens to follow the formal legislative process for any future changes.
