Turkey's Private Pension System targets 20 million participants by 2029
Turkey is planning significant growth for its Private Pension System (BES), with targets to reach 18.4 million participants by the end of this year and 20 million by 2029. According to the 2027 Central Government Budget Law Proposal, funding for the Financial System Development and Insurance Program is projected to rise from 103.7 billion lira this year to 126.6 billion lira next year, with further increases planned through 2029.
To increase the system's attractiveness, authorities plan to expand investment-based and cumulative life insurance products, enhance fund diversity within the Automatic Enrollment System (OKS), and simplify fee structures. Efforts will also focus on increasing financial literacy to boost domestic savings.
In light of these developments, experts advise participants to complete payments by November 15 to ensure they qualify for state contributions for the upcoming cycle. This deadline accounts for potential bank processing delays, particularly for credit card transactions, which can take up to 45 days. For 2026, the state contribution is set at 20% of the amount deposited, with the annual ceiling calculated based on the total gross minimum wage.
